So I was reading through the Teahouse and I noticed this extremely concerning message relating to depression and potential "punishment" of some sort that can be found within this diff (it's located at the very bottom of the page to make it easier to find). I read Wikipedia:Responding to threats of harm, which I felt was the most appropriate thing to do. It brought me to a list of recently active admins, which then brought me here. I'm not sure how to deal with this, because it basically just said to "bring it to an admin". Sorry if I'm bothering you! :) Sir MemeGod ._. 1. Elbridge Durbrow was the US Ambassador to South Vietnam, but I can't find any high quality public domain images to upload to Wikimedia. Can you help me find a portrait of him that is good enough to upload to Commons?
2. Caravelle Manifesto was written in 1960, as a public critique of the South Vietnamese government under President Ngô Đình Diệm. This is the original statement written in Vietnamese. Works of the Republic of Vietnam government are in the public domain because that government no longer exists - {{PD-South VietnamGov}}
. However, this manifesto was not a government work but was created by dissidents working for the government, and its authors did not claim any copyright status, and this version was released to the press in April 1960. So is it in the public domain?

- Hi -- thanks for reaching out.
- 1. I found and uploaded this image of Durbrow, taken in the US during the time of his diplomatic career. It is free of copyright because the newspaper whose photographer took the photo published it the next day without complying with US copyright formalities that applied at the time.
- 2. I am no specialist in Vietnamese copyright, and the Village Pump would be a better place for this question. However, for whatever it's worth, I did some initial research and I believe that this text is probably protected by copyright and should probably be removed from the article. Note that in most places for most of the last century or so, you do not need to "claim copyright" for a text, picture, or other creative work: copyright simply comes into existence as soon as you create the work.
- For Vietnam in particular, there seem to be some special complications around defining exactly what intellectual property law existed in Vietnam prior to 1986; and I don't know the extent to which laws made since then operate retroactiveally.
- That said, the guidelines used on the Commons suggest that:
- only works created prior to 1948 are in the public domain so far
- works of joint authorship (like this one) are protected for copyright for 50 years after the death of the last surviving author. I don't know the extent to which each of the 18 signatories can be considered "authors" under Vietnamese law, but I note that Nguyễn Lưu Viên only died in 2017. If he is legally considered an "author" of the document, then the Manifesto might be protected by copyright until 2068.
- I offer that analysis of the manifesto with very little certainty of its correctness, but maybe it might give you a starting point for further investigation. --Rlandmann (talk) 03:53, 19 October 2024 (UTC)

- You're welcome!
- In this instance, I was able to use the fact that the US had very strict rules for copyright registrations until 1977. The US was an exception to the general principle in most other parts of the world where copyright was automatic. The following is general advice; there are various nuances and complexities that I will gloss over...
- The basic version is that copyright only existed when a work was published with a copyright notice and the copyright was registered with the US Copyright Office.
- The upshot of this is that many photos that appear in American newspapers prior to 1977 are free of copyright. You can't just assume this, though! You have to check that:
- the newspaper was not published with a copyright notice (usually on the front page, but sometimes buried elsewhere in the paper, often on whichever page had the Editorial)
- the newspaper for that date does not appear in the Catalog of Copyright Entries. These are annual publications by the US Copyright Office in several volumes. Newspapers are covered in the "Periodicals" volume.
- I have a subscription to newspapers.com which is an online archive of newspapers from around the world, but especially the US. I searched for Elbridge Durbrow there, limiting the search to the decade 1960-1970. Many hits appeared, so I inspected the first 20 or so. (Not all these hits had pictures of him, of course)
- I selected this particular image because:
- compared to the other images I found, it was relatively large and clear
- it was attributed to the same paper that published it, therefore reducing the risk that this photo might have been licensed from somewhere else and complicating the copyright search
- I then searched this particular edition of the newspaper for a copyright notice (and did not find out), and then searched the Catalog of Copyright Entries for 1966 (Volume 2: Periodicals) to see if The Montgomery Advertiser had been registered for copyright that year. (It hadn't been).
- Therefore, I was confident this is a free image.
- This strategy works well for American public figures and events in or affecting America for the period roughly 1930-1977.
- I did a quick search and it looks like the same approach could get images of Eugene M. Locke and Samuel D. Berger as well; but it's late here now and I'll take a better look tomorrow. --Rlandmann (talk) 13:49, 19 October 2024 (UTC)

This collection of six barnstars is awarded this day to Rlandmann in recognition of their efforts to cleanup copyright issues and understanding regarding the licensure of images hosted by a large collection of National Weather Service offices based in the Commons but with far-reaching effects to weather-related articles on Wikipedia proper.
Their efforts began a systematic review of every image in PD NWS copyright categories, a Commons RFC, the overhauling of PD NWS copyright templates, tireless correspondence with NWS offices and analysis thereof, deletion requests numbering in the hundreds, and overall outstanding and highly meritorious conduct in service to various projects. Question pertaining to NFFs of tornadoes
[edit]Hi Rlandmann! So I had a quick question about the usage of multiple NFFs pertaining to a single tornado (which I couldn't find in the guidelines). If a tornado looks wildly different at two points in it's life, could two NFFs be used? The tornado in question is the 2011 Cullman tornado, which looked completely different during the two most violent points of it's life (see here and here). Thanks! :) EF5 18:38, 7 November 2024 (UTC)
- As long as there's a solid rationale for each of the non-free images to be there, there's no reason why you couldn't use more than one. Especially if, as you've already just done, the point is to illustrate how the tornado changed shape while maintaining the same intensity (as opposed to the normal stages of formation and dissipation), which is not something you can illustrate with a single image. I also noticed this part of the eyewitness storm chaser you linked: "And this is not like any tornado I’ve seen anywhere. …"
